Granting Criteria Each year applications from Elgin County youth entrepreneurs are reviewed and Elgin Business Resource Centre- Helen LeFrank Entrepreneurial Youth Fund Grants are awarded based on the following criteria: Youth is here defined as age 29 or younger.
